Collect the Hiring State in the Web Services Interface

Update the Web Services interface to capture the state in which the employee is hired. This information should be included in reports and users should be allowed to filter reports by state. This would improve the usefulness of the Quick Audit Report when an employer's has a MOU covering more than one state.
