It appears that the identity verification service does not work correctly for some users for registering for myE-Verify. It provides a long list of possible reasons why it may not have worked, but does not tell you what to do to make it work, nor does it provide any alternate way to register. A manual verification process must be added as a backup. Without it, a government agency is relying entirely on commercially provided identity information that can be incorrect or incomplete. This is not okay. Someone unable to register should be able to submit relevant identity-proving documents to allow for registration. Other agencies do this. How is this not already available?
