Modify the guidance in the E-Verify manuals to indicate that an employee does not need to have applied for a social security card to complete Form I-9. There are situations where SSA requires a waiting period before the employee may apply for a social security card.
Users of employer agent electronic Form I-9/E-Verify systems do not have access to E-Verify tutorials. E-Verify should provide access to the tutorials to employer agents so the agents can incorporate the tutorials into their products and require users to properly complete them before being allowed to process E-Verify cases.
When an employee presents a photo match document for Section 2 the employer must be instructed to copy both sides of the document and retain them with Form I-9. This is especially important when the employer uses an agent to process E-Verify cases. For example, without copying both sides of the I-551 the agent will not have access to the document number that is required to create a case for the employee in E-Verify.
