There is still confusion on what employment/hire date means relative to Form I-9. Guidance should be provided to clarify that an employee is considered hired when an offer of employment is made and accepted and the Form I-9 is completed. There is no information in the M-274 Handbook or on the I-9 Central website about recording the document number of an I-551 on Form I-9 or any guidance that an employer using E-Verify must copy both sides of a Photo Match document. When the Q&A page is updated in I-9 Central the date of the update is listed at the bottom right of the page. However, the updates are not noted. When an update is made mark it somehow (bold, red asterisk, date updated in title, etc.) so users know what information/guidance is new since the last update. This way users can easily find the updates without drilling down into every question.
