Guidance on hire/employment date

There is still confusion on what employment/hire date means relative to Form I-9. Guidance should be provided to clarify that an employee is considered hired when an offer of employment is made and accepted and the Form I-9 is completed. I-551 Document Number for E-Verify

There is no information in the M-274 Handbook or on the I-9 Central website about recording the document number of an I-551 on Form I-9 or any guidance that an employer using E-Verify must copy both sides of a Photo Match document. This information must be provided if employers are to maintain a compliant Form I-9 and E-Verify process.
